Orem Quick Facts
Orem Court System Overview
Two courts serve Orem residents. The Orem City Justice Court handles local matters within city limits. The Fourth District Court in Provo handles larger civil cases, felonies, domestic relations, and probate. Both courts keep public records that anyone can request or search online.
The Orem City Justice Court is a court not of record. It handles Class B and C misdemeanors, traffic offenses, small claims up to $11,000, and local ordinance violations. If you appeal a ruling from the justice court, the case moves to the district court as a new trial. This is called a trial de novo. The justice court does not send over transcripts because it does not record proceedings in the same way a district court does.
The Fourth District Court covers all major cases for Orem and the rest of Utah County. Felony charges, civil disputes over $11,000, divorce, custody, and probate all go through the district court. That court is located at 125 N. 100 West in Provo. You can reach it at (801) 429-1000. Court records from the district court are available through utcourts.gov or in person at the clerk's office.

How to Search Orem Court Records
The main tool for searching Orem court records online is XChange, which is Utah's official public case search system. XChange covers both district and justice courts across the state. You can search by party name, case number, or filing date. Results show case status, party names, and hearing dates. The system is run by the Utah Administrative Office of the Courts and is updated each day.
XChange requires a paid subscription for most users. A monthly plan costs $40 and covers up to 500 searches. An annual plan costs $240. Document downloads cost $1.00 per file. Free access is available at public terminals inside most district courthouses, including the Fourth District Court in Provo. The Utah State Law Library also provides free public access to XChange. You can register for a subscription at utcourts.gov/en/courtrecords.html.
You can also visit the clerk's office in person to search Orem court records. Bring the full name of the party you are looking for or a case number if you have one. Staff can help locate records and make copies on site. Plain copies cost $0.25 per page, and certified copies cost $8.00 each.

Orem Online Dispute Resolution
Orem was one of the first cities in Utah to offer online dispute resolution for small claims cases. The Orem City Justice Court launched its ODR program in August 2019. This system lets parties in small claims disputes negotiate and resolve cases without coming to court in person.
The platform Orem uses is called Matterhorn, developed by Court Innovations. West Valley City uses the same platform. Orem's ODR program is part of Utah's broader effort to make courts more accessible. Small claims cases in Orem can involve disputes up to $11,000. The ODR tool is available through the court's online portal and walks parties through each step of the process.
Records from ODR-resolved cases are still court records. They are subject to the same access rules as other Orem court filings. If a case does not resolve through ODR, it proceeds to a hearing at the justice court.
GRAMA Requests for Orem Records
Utah's Government Records Access and Management Act gives the public the right to request court records and government documents. For Orem court records held by the city, you submit a GRAMA request through the Orem City Recorder's office. For records held by the district court, you submit your request to the Fourth District Court clerk in Provo.
Under Utah Code Title 63G, Chapter 2, the government must respond to a standard GRAMA request within 10 business days. If you have an urgent need, you can ask for expedited processing, which brings the response time down to 5 business days. You must explain the reason for urgency in writing. Agencies can approve, deny, or ask for more time if the request is complex.
Your request must be in writing. Include your name, mailing address, phone number, and a clear description of the records you want. The more specific you are, the faster the process goes. Most public Orem court records are available without any special showing. Some records are classified as private or protected and require a stronger basis to access.
Note: GRAMA applies to city-held records, while court records from the district court have their own access rules under the Utah Rules of Judicial Administration, but both follow the same general public-access principle.
